The second phase is about understanding the first phase and writing a documentation. But anyone can see that one need documentation before building the product.
unpx[asciilifeform]: Thus you either steal a phase two (aka take a standard, implement it, and document why you did so), or you create a prototype, then trash it, write the documentation, and write the product.
unpx[asciilifeform]: But I cannot see tools that care about both, they are more about the phase one rather then the phase two.
