spyked: in short, I've removed the async "announcer thread". the announcer logic (same as it was since that 2019 article) now runs on ircbot-run, immediately after the bot responds to IRC PING. the idea being that if the bot doesn't get regular PINGs, then there's no point in trying to send out announcements anyway
