Framedragger: oh btw, saturday night while walking around town (vilnius) with two other peeps i stumbled into a scene:
Framedragger: kinda scrawny guy running not far from us, a cop chasing him from a distance. guy turns a corner, then suddenly stops, turns around, throws his hands in the air, and maybe thrice shouts clearly: "i'm sorry", "i yield". we wait.
Framedragger: cop arrives, shouts something like (i think) "where's the watch?!!", there's maybe half a sec of a pause (guy's arms still in the air), then the guy is thrown onto the ground, cop takes out a device and tazes the fella who in turn bellows in pain. i start filming (but all too late as it is with these things).
Framedragger: cop then asks for "reinforcement", we wait, another cop arrives, and they take the guy away, in handcuffs.
Framedragger: we consider, then put a can of beer left in the bag somewhere in a corner just in case, and proceed to the police station to file a complaint because why the fuck not.
Framedragger: arrive at small station which is nearby. a kind of kusturica scene unfolds: the victim of the robbery - or a friend of the victim, it was not ever clear as there was too much shouting and the guy was drunk - sits at a desk. three cops in the room.
Framedragger: three of us enter and my friend asks the cop behind the counter whether it would be possible to get a complaint form and file a complaint regarding police behaviour / misuse of force.
Framedragger: the cops react slowly and uncertainly; not so with the poor fella sitting and obviously overhearing. "dudes! you what - what the fuck now. i was *attacked*! five hundred euro watch! [something, etc.] and you want to *defend* this guy??"
Framedragger: no we don't, this is a separate matter, [interjections with drunken shouts], the guy was arrested after all [interjections], the arrest was improper, etc.
Framedragger: meanwhile the most senior cop is chatting with my friend who has trouble discerning words due to said shouting. at one point i hear "wasting our time" (of course). the youngest of the three cops there comes to us, says "men, thank you very much for your help", and kinda extends hands to push us away (but no physical contact).
Framedragger: my friend continues to chat with the senior cop calmly. said cop asks "so did the guy really not resist [as in, maybe he did resist a bit]" - "no he really did not resist". ok.
Framedragger: i recognize the middle of the three cops there who is (of course) the dude who did the tazing. he tells the shouting poor fella to calm down and that "they will change their mind when this happens to them". then grunts something and is dissatisfied obviously.
Framedragger: meanwhile the fella in question starts saying "he was too *tame*", and (sic) "in soviet times the guy would have had it so much worse!!" (with glee, etc.) (i don't know, this is kinda kusturica-like to me)
Framedragger: the fella then approaches us (and my friend in particular who is insisting on raising a complaint with the other cop), half a metre now maybe, and says "you take your watch off", "what are you thinking defending him", etc. the cops slowly react by gently pulling the fella away. not without a pause first
Framedragger: finally the senior cop says that there is a procedure but ideally it should be raised with a neutral policeperson and he'd be "biased" here. he says this can be done online (and it indeed can). after some more back and fourth and with the fella still full of angst we decide to file the thing online and bid goodbye.
